Erm, Final Fantasy VII? Not that it lives up to its reputation, but it's still a pretty damned good game, and WAY uglier than that.

Well, I've played lots of older games that aren't exactly 'pretty' (some of them older than the game you mentioned) compared to today's graphics...but everything about this game says it was:

a) Put together at the last minute or with little attention to important details.
b) Because nobody cared ENOUGH to make sure the story and the clip scenes fit together.
c) Or even bothered to make the fights, challenges or anything else look interesting.
