How about having the antagonists in the greater metaplot feel that the current level of technology is Enough, and that people should be satisfied with Enough?
How to make that into an interesting background for a pencil & paper Diablo clone is something I haven't quite figured out yet.
Oh! Here's an idea: the heroes are explorers on the run from a monarch who likes to put the kibosh on exploratory fleets. There is (admittedly apocryphal) precident for this.
