It has nothing to do with being dumb. It's a cataloging joke. You have to be a cataloger to get it.

The records that tell you the author, title, page numbers etc are called Marc Records. Each line has a specific number and each number means a different thing. For example 090 is for a Library of Congress Call number. 007 is for ... what the icon says. It's a bad James Bond pun.
